1. PROJECT MANAGER- ELECTRICAL, INSTRUMENTATION AND CONTROLS

STEP Engineering Services is currently hiring an Electrical & Instrumentation Project Manager to join our growing team of professionals.

ROLES & RESPONSIBILITIES

  • Successful Candidate will interface with several contractors reporting to the VP of project and indirectly to the Client’s project manager.
  • The incumbent will demonstrate significant experience in the refinery/ petrochemical plant. This role will provide subject matter expert experience in the supervision of construction and commissioning phases of major rehabilitation work.
  • Must have a strong knowledge of MV and HV electrical system designs, DC Power Systems design, protection and control systems design, and electrical equipment and components required to evaluate, review, and approve third party engineers’ designs. Ensures adherence to design standards, codes, and best practices, and reviews project deliverables.
  • The successful candidate must have in-depth knowledge of various interfaces and programs on DCS, HMI, PLC, etc. Must be very familiar with area classification, especially pertaining to assets in refinery and petrochemical plants.
  • Provide guidance to the project team to accomplish the scope of work and achieve project goals, schedule milestones and cost & quality objectives.
  • Responsible for prompt recognition, documentation, and communication of scope and design changes and for client authorization prior to scope changes.
  • Maintain and tracks scope, schedule, cost, and quality trends throughout the project.
  • Ensure that all Project / Company HSE goals are achieved and where possible exceeded. Responsible for the Health and Safety of all personnel working in the area or areas within their accountability.
  • Ensure that all Company/Client systems of Quality Assurance are adhered to. Ensure adequate and qualified supervision and skilled labor resources are employed to meet Reliability, Cost, and Schedule requirements.
  • Review and approve QC Manuals ITP, RFI, Deviations, etc.
  • Perform Quality Surveillance on contractors’ construction work, providing feedback to the Client Site Representatives.
  • Coordinate and report on a weekly and monthly basis on all progress matters and problem areas. Ensure all variation works are authorized/approved by the Client Site Representative. Ensure that all sub-contractors are fully aware of their obligations and responsibilities.

QUALIFICATION AND EXPERIENCE

  • BSc Electrical, Instrumentation and Controls Engineering or Journeyman tickets.
  • Licensed by professional body regulator such as COREN. Possession of Project Management Professional Certification is added advantage.
  • Minimum 12 years of demonstrable refinery or petrochemical plant experience in a similar role or senior position in Construction and Maintenance Management role.
  • Extensive knowledge of construction process, its implementation, and management. Fully conversant with project management tools. Ability to react to changing deadlines and achieve project goals/milestones. Ability to manage/maintain budget/schedule requirements. Delivery focused and committed to the achievement of project goals.
  • Proficient with EIC systems such as Rockwell, Emerson, Honeywell, ABB, Schneider, etc.
  • Oversight of progress and delivery of fit-up, wiring, cable tray systems, acceptance tests, blasting, and painting/coating, insulation, fireproofing, tubing & equipment installation, field activities, and other supports as may be assigned by the Client
  • Fluent in both written and spoken English. Must be proficient with Microsoft office suites such as Excel, Word, and Outlook.

2. SENIOR ROTATING EQUIPMENT PROJECT ENGINEER

STEP Engineering Services have an opening for a Senior Rotating Equipment Project Engineer to join our growing team of professionals.
This position will supervise major refinery plant rehabilitation and construction providing subject matter expertise in rotating equipment reliability that carries through plant commissioning and operations. This includes providing support in the supervision of the contractors currently performing rehabilitation work for planned equipment replacements, troubleshooting existing issues, implementing new solutions, and creating new reliability programs targeting longer run-times, higher MTBF, and safer operations.

  • Provide technical assistance in equipment specification, purchase, construction and installation, ensuring that inherent operations and maintenance problems are considered in equipment design and fabrication.
  • Utilize reliability tools such as failure evaluations, and cost analysis to improve the reliability of rotating equipment systems, providing recommendations to the Client.
  • Develop and review equipment rehabilitation work lists and scopes for critical equipment.
  • Provide leadership and decision-making skills during plant rehabilitation and commissioning and ensure industry best practices are applied.
  • Provide technical expertise in identifying future rotating equipment reliability issues providing recommendations for mitigations.
  • Display a commitment to training and continuous improvement through innovation.
  • Support Management of Change for maintenance-driven and reliability improvements changes.
  • Review and approve QC Manuals, ITP, RFI, Deviations, etc.
  • Ensure that equipment repairs/installation meet OEM specifications and industry standards.
  • Perform Quality Surveillance on contractors’ work, providing feedback to the Client representative.

EDUCATION, EXPERIENCE, AND SKILLS

  • Must have a minimum BSc in Mechanical Engineering or equivalent degree or trade certificate in relevant fields.
  • Must be registered with relevant organizations such as COREN.
  • Must be very vast in ASME, API, etc. Codes and standards pertaining to rotating equipment.
  • Must have at least 10 years minimum hands-on experience with Rotating Equipment, in the Refining/Petrochemical Industry.
  • Experience with reciprocating/centrifugal compressors, pumps, special purpose condensing turbines, and turbo rotary Systems and expanders.
  • Must have excellent team working skills with the ability to interface with all areas of the rehabilitation work.
  • Formal training in vibration analysis (Level 2 Analyst) and MLT (mechanical lubrication technician Level 1).
  • Must be proficient with Microsoft Office Suite such as Excel, Word, and Outlook.

3. SENIOR STATIC PRESSURE EQUIPMENT PROJECT MANAGER

STEP Engineering Services have an opening for a Senior Static Pressure Equipment Project Manager to join our growing team of professionals.
Incumbent will collaborate with Client Engineers and Inspectors in supervising Contractors completing fabrication, construction, and installation of fixed equipment in major Refinery/Petrochemical Plants Rehabilitation. This position focuses on the design reviews and specifications of boilers, pressure vessels, Fired Heaters, storage tanks, packaged equipment systems, Piping systems, and other fixed equipment in the Refinery and Petrochemical industries.

  • Review equipment sizing and design calculations.
  • Review data sheets, engineering guide drawings, and specifications with sufficient detail to define the equipment scope and technical requirements for inquiry and order on projects.
  • Review Vendor Performance and competency. Act as the communication focal point for appropriate information/data between the Vendor, Client, and other disciplines. Support construction, commissioning, and startup of equipment- providing subject matter experience and expertise in overall decision making.
  • Develop criteria, guidelines, and best practices for the equipment to provide for a safe, efficient, cost-effective, and reliable end product.
  • Oversight of progress and delivery of fit-ups, welding, NDE, torque and tensioning of fasteners, blasting and painting/coating, insulation, fireproofing, piping & equipment construction and installation, field activities, and other supports as may be assigned by the Client.
  • Review and approve contractor statutory documentation including but not limited to QC Manuals, WPS, ITP, RFI, Deviations, etc.
  • Review Construction Packages, MTR, and equipment requisition forms and datasheet.
  • Perform Quality Surveillance ensuring codes, standards, and project scope is adhered to including competency assessment of subcontractors.
  • Review Inspection reports, NDE and Testing reports, and provide recommendations to assure Asset Integrity and Construction Quality.
  • Perform Routine Inspection of Pressure equipment to validate data report.
  • Perform Fitness for service evaluation where required, to ensure optimal equipment performance till next turnarounds.

EDUCATION, EXPERIENCE, AND SKILLS

  • Minimum Bachelor’s degree or equivalence in Mechanical, Process, Materials, Metallurgical, or Corrosion Engineering or equivalent API and ASME Certifications.
  • Certifications in API 510, 570, 658, 571, NBIC.
  • At least 12 years of experience in Boilers, Pressure Vessels, Heat Exchangers, Fired Heaters, Storage Tank, packaged equipment systems, and fixed equipment design specifically in the refining, and petrochemical industries.
  • Advanced knowledge and application of ASME, NB and API relevant codes, standards, and recommended practices.
  • In-dept of Quality assurance methods and practices for Materials, Inspections and fabrication of Pressure and non-Pressure equipment; Welding processes and practices; Manufacturing processes and operations from raw material form to the fabricated product.

4. CIVIL STRUCTURAL PROJECT MANAGER

STEP Engineering Services have opening for Civil Structural Project Manager to join our growing team of professionals.
We are seeking a dedicated Civil Structural Project Manager with experience in both structural fabrication & construction as well as Civil-Structural engineering and design execution. Step Engineering Services Ltd is seeking a hard-working and energetic Professional to support the fabrication, construction, and Installation of large-scale piping and process equipment modules in a Refinery/Petrochemical Plant. This is a dual role of being responsible for supporting the coordination and oversight of structural module fabrication with potential of supporting the Civil-Structural engineering & design execution work. Typical process-related structural modules include pipe rack modules, stacked process equipment modules as well as pipe support & tray systems, equipment supports, and access platform areas.

EDUCATION, EXPERIENCE, AND SKILLS

  • Minimum Bachelor’s degree or Equivalence in Civil or Structural Engineering.
  • License and certification by relevant Engineering regulatory body, e.g. COREN.
  • Minimum 12 years focused on supporting Structural shop or yard fabrication or construction site activities.
  • Broad experience in the engineering of structural steel, modularization, construction, and/or shop fabrication experience. Concrete design, site drainage, and site development are a plus.
  • Proven leadership work experience from an EPC and EPCM company.
  • Demonstrated leadership experience and skills including collaborating with teams.
  • Experience in Refinery / Petrochemical industry.
  • Experience in large-scale modularization concepts, design, construction & fabrication, transportation, and installation.
  • Proficient in using structural analysis modeling software such as RISA or STAAD.
  • Proficient in industry-accepted codes; IBC, ASCE 7, AISC Steel Construction Manual, AISC 341, AWS, ACI 318, and CBC.
  • Solid understanding of Smart 3D (S3D) software tool or 3D modeling tool.
